ORDINANCES

An ordinance is a law passed by a municipal government. Oftentimes it relates to maintaining public safety, health, and general welfare.

Earned Income Tax Ordinance. 
A tax for general revenue purposes of 1% is imposed on salaries, wages, commissions and net profits earned by the residents of Monroe Township.

Permit Ordinance
No road, public street, pipeline, etc. can be cut by an individual, firm, corporation, or utility without securing a permit in accordance with the township code.

Ordinance Instituting Land Use Control to Reduce Flood Losses.

Building Permit Ordinance.
All persons, partnerships, businesses, and corporations must obtain a  building permit for construction, reconstruction, enlargement, relocation, or alteration of any building or structure. Penalties will be imposed for any persons who fail or refuse to comply with the requirements.

Occupational Privilege Tax Ordinance
All residents in the township will pay $10 per year for their right to work beginning July 1, 1977 until repealed or amended.

Parking Restriction Ordinance for Snow Removal. 
Parking will be restricted on the roads from November 1st to March 31st so that snow can effectively and efficiently be cleared from the roads.

Service Agreement between Monroe Township and Clarion Area Authority.
Ordinance authorizing Clarion Area Authority to provide sewage service for the area of Monroe Township.

Ordinance Requiring Residents to Tap into Sanitary Services.
Property owners who have access to public sewage must connect their sewage taps to it.

Ordinance Regulating Type and Weight of Vehicles of Township Roads.
Vehicles must not exceed 15 tons. Signage warnings along the roadways must be adhered to.

Solid Waste Ordinance of 1983.
No garbage, rubbish, or solid waste shall be allowed to accumulate on a property or roadway. Farmers and compost sites excluded unless the storage of materials becomes a nuisance.

Ordinance to Adopt Realty Transfer Tax.
On every document whereby lands, tenements or hereditaments, or any interested therein, lying, being an situate, wholly or in part, sold or otherwise conveyed, within Monroe Township, a tax for general revenue purposes will be imposed and assessed on each document at the rate of 1% of the value of the lands.

Levying, assessment and collection of a tax for general revenue purposes upon a transfer of an interest in real property to the extent that the transfers are subject to tax imposed by the Commonwealth.

Non-exclusive grant to construct, operate, and maintain a cable television system, including poles, wires, cables and facilities to provide television services to customers in Monroe Twp.

Provides regulations and standards for the collection, transportation, storage, processing and disposal of sewage sludge which is generated or present within its boundaries.

Enforcement of 9-1-1 Address Numbering Ordinance. 
Street numbers should be prominently displayed at all times. Owners of private roads with vehicle access to multiple properties must install a sign with a road name adopted by the township.

Establishes the revised standards and requirements for the design, grading, back-filling, and paving of roads, storm sewer systems, and sidewalks within the township.

Nuisance Ordinance.
It is unlawful for any person to create or maintain any condition upon their property which could directly or indirectly cause a nuisance or health hazard to the residents of the township. For examples, see full ordinance.

Providing for the testing of sewage sludge before land applications in the township and adopting the Pennsylvania Regulations concerning the land application of sewage sludge.

Amendment to Ordinance 4-2005
All sanitary sewage discharge into a public sewer must meet the requirements set forth by the township. Any industrial discharge without consent of the township is prohibited. Anyone wanting to discharge industrial waste must complete an application.

Increase Supervisor Pay
Based on Act 60, which states that townships with a population of 0-4,999 can receive up to $1,875 per year, the  Supervisors of Monroe Township, with a population of 1,587, shall receive $1,800 annually.

No Parking Ordinance
No vehicle shall be parked on a highway located in the township of Monroe. Emergency vehicles and township maintenance/snow removal vehicles being exempt. Vehciles may be towed at owners expense and fined.
